Andrea Joubert is a twenty-two-year member of Sigma Gamma Rho Sorority Inc. She is a Spring 2002 initiate of the Nu Omega Chapter of California State University Chico.  Andrea has served in many leadership roles in NPHC-IE such Corresponding Secretary, Vice-President and now Historian. 

For over 19 years, Andrea has worked in public service where she has worked for the County of Riverside and, the Department of Public Social Services administrating the CalFresh and Medi-Cal programs. Since June 2022, Andrea has worked for Inland Empire Health Plan (IEHP) as a Manager of the Eligibility Continuity team.  She manages a team of 50 team members where the focus of the team is member retention, by making outbound calls to members and ensuring they have completed their Medi-Cal renewal application and guiding them by using BenefitsCal.com or answering any complex questions as it relates to the Medi-Cal program.

Andrea holds a Bachelors of Arts in Public Administration (California State University, Chico, ’05), a Master of Science in Leadership and Management (University of La Verne, ‘09), and a Master of Education – Adult Education and Development (Strayer University, ‘20).
